Norvergence: In the primary discoveries in an examination that could prompt multibillion-dollar liabilities for Pacific Gas and Electric, California specialists have surveyed four of a year ago's out of control fires brought about by trees hitting its powerlines, and discovered PG&E submitted legitimate infringement in three of them yet no deficiency in the fourth and biggest.
